You don't want people kicking at a puck with sharp blades everytime their stick gets held up. Goalies are vulnerable. You can't make it so that pucks off skates are no goal, cause frankly that's dumb. So here's what the rule should be altered to read:
The puck can go off a players skate and in, only if the blade of the skate is on the ice. Now players can kick the puck in, but they have to do it with their feet on the ice, so goalies aren't in danger of getting injured.
Is this really that hard?
